It has been 120 years since the great elimination...
A time where humans, once the dominant species, were knocked down a notch, or a few thousand notches really. A gas of their own design, made for biological warfare, backfired on them. Causing them to revert to a more animal-state of mind. The humans became more and more animal-like, they became dogs. Barking, grunting, on all fours, butt-wagging, hairless little dogs.
Meanwhile, it had some very different on the animals of the world...
While wild animals remained unaffected, the same could not be said for domesticated animals. Something in them changed, the dogs and the cats became more human, slowly. They began to dominate the human cities, and even more slowly, began to become the dominant species. Rounding up humans, children in particular, they opened their own pet shops and began to make humans their pets.
The animals became the humans, and the humans the animals. Suddenly no human was free, and humans were the ones being walked down the street and paraded around in the homes of their animal masters. The animals seem happy as can be, that is, until a small group of humans are in fact discovered to be able to speak, a small band of rebels are slowly beginning to form in the outskirts of the city.
Claw City has been under human rule for so long, humans have been pets for so long. But could the times indeed be changing after all? Or will the Rebellion that is slowly growing simply be crushed?
